The Municipalities of AttrACT

The municipalities in the AttrACT Programme sign Attractiveness Agreements with the Lombardy Region in which they agree to promote Lombardy and attract new investments. The municipalities make commitments (binding and/or voluntary) regarding the simplification, the economic and tax incentivisation, the promotion of locational opportunities and the qualified assistance to the investors.

Aquafredda

The Municipality is Acquafredda is very active on simplification, uses and implements the telematic desk and, through SUAP, provides all the power supply of the corporate IT file. It will also provide for the exemption of the variable part of the TARI for three years.

Ardenno

The Municipality has included, among the fiscal incentives and facilitations outlined in the agreement, TARI exemption, a reduction in IMU and TASI rates, the offsetting of IMU and TASI debts and credits, and a reduction in urban development charges.

Asola

The Municipality, already very active in the field of administrative streamlining, also provides, for all investors who intend to settle in the identified areas, different economic and fiscal incentive interventions, such as for example an IMU + TASI rate of 9.7 ‰, the compensation possibility of the IMU tax, and the 20% reduction of the TARI as compared to the present value.

Bellano

The Municipality of Bellano undertakes to carry out all the simplification interventions required by the AttrACT program and it also provides various economic and tax concessions for those who will settle in the area: a 20% reduction in TARI, urbanization and quality standard charges and any charges for changing the intended use.

Bergamo

The Municipality of Bergamo is very active in streamlining, as it uses and implements the telematic desk and, through SUAP, supplies the corporate IT file. On the tax relief front, the Municipality has provided for: an IMU and TASI rate of 0.76‰, the offsetting of IMU and TASI debts and credits, and the reduction of urbanization charges.

Besozzo

The Municipality is very active in terms of streamlining, as it uses and implements the "Telematic Desk" for the constant monitoring of practices, and simplifies the payment management through a single interlocutor for all the charges due to the Municipality and other entities. In terms of tax breaks, it provides an IMU + TASI rate of 8.64 ‰ and a reduction in urbanization charges.

Busto Arsizio

Among the commitments undertaken by the Municipality, particularly significant is the TARI reduction commitment, obtained through the exemption in the first year of installation and a gradual tax reduction mechanism, related to the years of installation.

Canneto sull'Oglio

The Municipality is committed, in terms of streamlining, to the use and implementation of the "Telematic Desk" for the constant monitoring of the practices and to the simplification of the payments management through a single interlocutor for all the charges due to the Municipality and other entities. It also provides for TARI exemption, and the reduction of IMU and TASI rate, urbanization charges, and compensation for IMU and TASI debts and credits.

Capergnanica

Among the commitments undertaken by the Municipality, a 50% reduction in the compensation standards and any charges necessary for the change of intended use will be expected for all investors wishing to establish themselves in the candidate area.

Caravaggio

Among the commitments undertaken by the Municipality, the supply of the Company Information File, the 20% reduction in TARI and the IMU and TASI debts and credits compensations.

Casalmaggiore

The Municipality of Casalmaggiore is very active on streamlining. In terms of tax relief, the Municipality provides the TARI exemption for all investors who intend to settle in the proposed areas, and reduces the primary (3.95 € / m2) and secondary (2.81 € / m2) urbanization costs, in addition to the necessary 20% charges due to the change in the intended use.

Casalpusterlengo

The Municipality has dedicated itself to expanding the activation of online payments also for the rights inherent to the activities of the One Stop Shop for Productive Activities. Regarding economic and tax incentive interventions, the Administration provides for a maximum IMU + TASI rate of 10.60 ‰, as well as the compensation for debts and credits deriving from the two taxes.

Casteggio

Among the commitments undertaken by the Municipality, the use and implementation of the electronic desk of the one-stop shop is particularly useful, in order to enhance the electronic presentation of practices from 80% to 100%, and the reduction of urbanization charges (primary and secondary ) of 50% of the applied value.

Castiglione Olona

The brownfield settlement opportunity identified by the Municipality of Castiglione Olona, publicly owned, to be allocated to health, welfare, or hospital facilities, for a gross floor area of over 2,630 square meters and a land area of 6,190 square meters, is the former Mazzini school.

Cividate al Piano

The commitments made by the municipality include the simplification of the payment management, the reduction of the quality standards, and the 25% charges for the change of intended use.

Clusone

Among the commitments undertaken by the Municipality, the creation of the Telematic Desk and the correct supply of the corporate IT file. In addition, the reduction of urbanization charges, which are eliminated through contributions for the renovation of the cloister facades, is particularly significant.

Collebeato

The Municipality of Collebeato provides the S. Stefano property (former Monastery of the Camaldolesi), owned by the Municipality, intended for health and welfare facilities and offices

Cremona

The Municipality of Cremona is one of the most active on streamlining, with the use of the electronic desk and the implementation of the corporate IT file for the presentation of data and documents including the status of practices directly verifiable on your PC.

Dalmine

The Municipality has reduced the TARI [waste disposal tax] on the identified opportunities by 20% and correctly implemented the electronic desk through the use of the Unified Telematic Window on the site of the Municipality of Dalmine for simplifying the administrative procedures for interested businesses.

Desenzano del Garda

The settlement opportunity presented by the Municipality of Desenzano del Garda is the former school in the historic center, intended for tourist activities or offices

Ferno

The settlement opportunities indicated by the Municipality of Ferno are two greenfield areas. In either cases, the target intended use is industrial and artisanal.

Goito

Among the commitments undertaken by the Municipality there are, the feeding of the Company Information File, through the Impresainungiorno application and the reduction of the TARI by 50% due to the reimbursement contribution.

Lainate

The Municipality has committed, on the simplification front, to the use and implementation of the Telematic Desk for the constant monitoring of procedures and to simplifying payment management through a single point of contact for all fees owed to the Municipality and other entities. It has also set an IMU and TASI rate of 10.20% for designated areas and plans to establish forms of collaboration with local credit institutions.

Mantova

Regarding economic and fiscal incentives, Mantua provides for a maximum 10.6‰ IMU + TASI rate, and the clearing of debts and credits, derived from the two charges.

Mariano Comense

The Municipality is also engaged, regarding streamlining activities, in using and implementing the “telematic desk” for the constant monitoring of the practices and the simplification of the payment management through a single interlocutor for all the charges due to the Municipality and the other institutions. It also provides for the application of a 10.3% IMU rate, while the TASI is not due for all the productive buildings within the Municipal territory. It also includes the clearing of the IMU and TASI debts and credits and the 30% reduction of the urbanization charges.

Mediglia

The Municipality is committed, regarding streamlining activities, to the establishment of a “CLUSTER Single Desk Productive Activities – Construction Single Desk”, able to provide preventive preliminary consultancy services and assistance to the companies, with the release of written opinions in less than 30 days, both regarding productive activities and productive constructions and, regarding fiscal incentives, TARI exemption.

Monza

The Municipality is already active on streamlining, as it utilizes and implements both the “telematics desk” and the business IT file.

Olgiate Comasco

The Municipality is also engaged in not providing compensatory standards or any possible charges for changing the intendend use of the settlement opportunities and to release the building license within 35 days from the presentation of the application, reducing in this way up to 40% the average times of the administrative process.

Pavia

The Municipality is already active on streamlining, as it uses and implements both the telematics desk and the business IT file. Moreover, it is willing to implement a IMU + TASI rate below 11.4‰ and to grant TARI exemption for the first two years of the settlement and for those activities that remain on the local territory for at least three years.

Pavone del Mella

The Municipality is engaged in a 35% TARI reduction on the identified opportunities and in supplying the business IT file, improving the organization of the Single Desk for Productive Activities, with the objective of streamlining administrative procedures of the firms.

Quistello

Among the efforts of the Municipality, the supply of the business IT file, through the Impresainungiorno program, which allows the constant update with the right closing of files.

Rho

The Municipality of Rho has planned several streamlining, economic-financial incentives and promotional measures. Among those, the release of the Building License in less than 60 days, the IMU and TASI exemption, a preventive preliminary and accompany consultancy to the investor with the issue of written opinions, when required.

Rovellasca

Among the commitments, the 20% TARI and urbanization charges for the identified opportunities reductions. Regarding the administrative streamlining, Rovellasca will provide to the correct supply of the business IT file and to the activation of a system of electronic payments.

Roverbella

The Roverbella Municipality ensures the implementation of all the planned commitments within the AttrACT announcement, as well as all its fiscal and economic incentives, from the TARI exemption to the clearing of the IMU and TASI credits and debs, and so on.

Sabbioneta

Among the commitments undertaken by the City, the most relevant, in terms of simplification, is the implementation of the Telematic Desk. On the level of economic and tax incentives and concessions, a 50 percent reduction in the quality standard and any charges necessary for the change of use.

San Bassano

Among the commitments of the Municipality, in terms of streamlining, the use and implementation of the telematics desk and the business IT file wile on level of fiscal and economic incentives, relevant is the exemption of the IMU payment for the first three years of settlement.

San Benedetto Po

The most important commitment of the Municipality, in terms of streamlining, is the implementation of the telematics desk, not only for the Single Desk for Productive Activities, but also for the Construction Single Desk for a telematic management of all the building practices. Regarding fiscal and economic incentives, the TARI exemption is provided to all investors who mean to settle in the “P.I.P. Località Bardelle” area.

San Giacomo delle Segnate

Among the commitments undertaken by the Municipality, the supply of the business IT file, through the Impresainungiorno application and the 100% return of the IMU (in terms of contribution) for the first three years of the settlement and the 50% in the following two years.

San Giorgio Bigarello

Among the commitments undertaken by the Municipality, the supply of the Company Information File, through the Impresainungiorno application, ensuring the supply of at least 150 Company Files per year and the reduction of urbanization costs by 50% for the Valdaro 1 and Valdaro 2 areas.

San Giovanni in Croce

In terms of payments simplification, the Municipality introduces the possibility of fulfilling electronically the charges due to all PPAAs. In terms of concessions, it commits not to charge the payments of urbanization costs (primary and secondary), for companies wishing to establish themselves in the "Sacchini" area, and to issue Building Permits within 45 days from the request.

San Pellegrino Terme

The Municipality is committed, in terms of streamlining, to provide preliminary consultancy services and to assist the company, thanks to the release of written opinions on specific request and, in terms of tax relief, to provide for the 33% TARI reduction and for the 20% reduction in urbanization charges.

Sermide e Felonica

The Municipality is committed, in terms of streamlining, to the use and implementation of the “telematic desk” for the constant monitoring of the practices and to the payment management simplification through a single interlocutor for all the charges due to the Municipality and to the other institutions. Moreover, it provides to fulfill all the incentive and tax relief commitments included in the agreement, among which the TARI exemption, the IMU and TASI rates reduction, the compensation of the IMU and TASI debts and credits, and the urbanization charges.

Sesto San Giovanni

The commitments undertaken by the Municipality include the implementation of the Telematic Desk and the simplification of the payment management. Another significant commitment for the identified areas is the TARI reduction.

Solferino

The Municipality of Solferino is very active in streamlining and in terms of tax concessions, it provides for the 21% TARI reduction for all investors who intend to settle in the proposed areas and reduces the standard urbanization charges (9.51 € / m2) and improvement (7.51 € / m2) as well the charges necessary for the change of intended use, of 21% for the areas identified.

Sondrio

In terms of tax reliefs, it provides for a reduction of both the TARI (by 20%) for all investors who intend to establish themselves in the proposed areas, and the charges necessary for the change of intended use, by 5%.

Tirano

Among the commitments of the Municipality, the implementation of the business IT file, through the Impresainungiorno application and the 100% TARI and TASI exemption.

Toscolano Maderno

The opportunity presented by the Municipality of Toscolano Maderno is the Villa del Serraglio, intended for tourist activities.

Val Brembilla

The Municipality is committed to activate a valley conference on credit by involving banking institutions to offer a system of guarantees more favorable to businesses, to supply the Company Information File and to strengthen the organization of the One-Stop Shop for Productive Activities with the aim to simplify administrative procedures to more than 250 companies.

Verano Brianza

In terms of streamlining, the Municipality undertakes to release the Building Permit in less than 45 days and to provide a preventive consultancy and assistance services to the investors, thanks to the relevant offices. Regarding tax breaks, relevant is the 75% flat rate reduction of the property surface subject to TARI.

Verdellino

Among the commitments undertaken by the Municipality, a 50% reduction in quality standards or in any charges related to the change of the intended use of the identified opportunity, and the creation of a preliminary consultancy service issuing written opinions.

Vertemate con Minoprio

Related to streamlining, the use and implementation of the municipal “telematics desk” and the “Impresainungiorno” system, which the Lomazzo SUAP component has already activated for the constant monitoring of the practices by the companies and professionals. For what concerns incentives and fiscal concessions, the Municipality undertakes the TARI exemption for the first three years of settlement, the IMU and TARI debts and credits compensation, and the 60% urbanization charges reduction with regards to the current tabular value.

Vigevano

Among the commitments of the Municipality, the implementation of the Telematics Desk, thanks to a fair management, in both means and time, of more than 2,000 administrative practices and the supply of the Business IT file, already in 2018, thanks to systematically closing (Impresainungiorno) of at least 80% of the practices.

Villasanta

Regarding fiscal concessions, the Municipality is planning to declare preventively all the urbanistic and construction charges, committing not to introduce additional ones.

Voghera

The Municipality will implement an IMU + TASI rate up to 11.4‰, though to the application of a 10.6‰ rate, and a 20% reduction in TARI, it will grant the supply of at least 200 Business IT Files through the Impresainungiorno application.

Edolo

The Municipatily of Edolo makes available, for a settlement of tourist-receptive type, a prestigious area, located in a panoramic and quiet area, surrounded by greenery and close to the services of Edolo, including the hospital and the University of the Mountain.

Gottolengo

The Municipality of Gottolengo makes available the privately owned geenfield area about 10,000 square meters of land area to be used for industrial/manufacturing activities.
